One component partially driving this in some nations, is where dowries are required. If families could be encouraged to simply refuse to offer one, or even press to reverse the direction of dowries to come from the prospective groom's family, that might start a conversation at least. If a "groom" to be really wants a wife and family, then either seem a reasonable arrangement.
The extent to which this gender selection of babies happens in the "west" is unclear from the statistics.
